베트남 하이퐁시 인민위원회의 스마트시티 건설 정책을 기반으로, 하이퐁시 건설협회는 비전 수립부터 계획, 설계 및 시범사업 기획에 이르는 전반적인 추진 체계를 구축하고 있습니다.

건설협회는 객관적이고 정량화된 기준에 따라 정책 및 예산 기반의 사업 분류 체계를 마련하고, 시범사업과 본 사업을 단계적으로 구분·추진할 예정입니다.

이를 위해 스마트시티 프로젝트 수행 경험을 보유한 한국 전문가의 자문을 확보하고, 건설 역량을 갖춘 양국 관련 기관 및 기업 간 협력체계를 강화하고자 합니다. 또한 하이퐁시 내 VKIC의 설립 및 운영에 긴밀히 참여함으로써, 한·베 양국 간의 유기적이고 지속 가능한 협력 기반을 구축해 나갈 계획입니다.

Based on the smart city development policy of the People’s Committee of Hai Phong, the Haiphong Construction Association is establishing a comprehensive implementation framework encompassing vision setting, planning, design, and pilot project development.

The Association is developing a structured project classification system grounded in objective and quantifiable criteria aligned with policy and budget considerations, and plans to implement pilot and main projects in a phased and differentiated manner.

To support this initiative, it seeks to secure advisory support from Korean experts with proven experience in smart city projects and to strengthen collaboration among organizations and enterprises in both countries with strong construction capabilities. Furthermore, by actively participating in the establishment and operation of VKIC in Hai Phong, it aims to build a sustainable and organically connected cooperation framework between the two countries.

한국 소부장 포럼(연구조합)은 약 350여 개 회원사를 기반으로, 베트남 반도체 밸류체인 내 생산 거점(칩 생산시설, 클린룸, 폐수처리 시스템, 물류 시스템 등 반도체 인프라 구축 관련 기술 제안 포함) 진출 또는 R&D 센터 설립을 추진하는 기업을 대상으로 현지 투자 타당성 검토 및 인센티브 분석을 수행하고, 관련 법률·행정 절차에 대한 종합적인 지원을 제공합니다.

아울러, 기존 하노이 및 박닌 지역에 구축된 반도체 기업 네트워크를 활용하여 하이퐁 산업단지와의 연계 전략을 모색하고, 지역 간 산업 클러스터의 유기적 연결을 통한 시너지 창출을 도모할 계획입니다.

The Korea SoBuJang Forum (Research Association), representing approximately 350 member companies, supports firms seeking to enter Vietnam’s semiconductor value chain through the establishment of production facilities—such as chip fabrication plants, clean rooms, wastewater treatment systems, and logistics systems, including technical proposals for semiconductor infrastructure—or the development of R&D centers. It provides comprehensive services including feasibility assessments of local investments, analysis of available incentives, and support for relevant legal and administrative procedures.

In addition, leveraging the existing semiconductor industry networks in Hanoi and Bac Ninh, the Forum aims to develop linkage strategies with industrial complexes in Hai Phong, fostering synergies through the organic integration of regional industrial clusters.

하이퐁 내 기존 진출 기업 및 신규 설립 예정 기업을 대상으로, 수요 기반 공학 분야에 최적화된 엔지니어 양성 체계를 구축하고자 합니다. 이를 위해 현지 대학(하이퐁대학교와 MOU체결. 2025년)과의 협력을 통해 기업의 소재·부품·장비 운영에 필요한 기초 및 심화 교육 프로그램을 체계적으로 개설·운영할 계획입니다.

해당 교육 프로그램은 한국에서 검증된 교육 커리큘럼과 시뮬레이션 장비를 도입하고, 한국 전문가의 강의 및 기술 이전을 통해 실무 중심의 교육 품질을 확보할 예정입니다.

또한 심화 단계에서는 교육 수료자를 한국으로 파견하여 기업 맞춤형 실습 및 고급 교육을 제공함으로써, 현장 투입이 가능한 고급 인재를 양성하는 것을 목표로 하고 있습니다.

A structured talent development system will be established to cultivate engineers optimized for demand-driven engineering fields, targeting both existing enterprises operating in Hai Phong and newly established companies. To this end, in collaboration with local universities—specifically Hai Phong University, with which an MOU is scheduled to be signed in 2025—foundational and advanced training programs will be systematically developed and implemented to meet the operational needs of materials, parts, and equipment (MPE) within enterprises.

The program will incorporate proven curricula and simulation equipment from Korea, ensuring high-quality, practice-oriented training through lectures and technology transfer delivered by Korean experts.

Furthermore, at the advanced stage, selected trainees will be dispatched to Korea to participate in customized, company-specific practical training and advanced programs, with the objective of developing highly skilled professionals who can be immediately deployed in the field.
